Director of Human Resources & People Operations

Department: Human Resources

Reports to: Executive Director - Broadband & Executive Director - Grants

Schedule: 20–30 hours per week

Classification: Executive Leadership

Salary Range: $72-$91/ hour ($74,880 - $141,960 annually)

Location: Remote Position Overview Mission Telecom is seeking an experienced fractional Director of Human Resources & People Operations to help strengthen our people practices, organizational culture, and HR infrastructure during an exciting period of growth. This role serves as both a strategic advisor and hands-on practitioner, ensuring that Mission Telecom's policies, programs, and people-centered systems support employee success, organizational effectiveness, regulatory compliance, and long-term sustainability. The ideal candidate is an experienced HR leader who combines deep expertise in employment law, compliance, employee relations, compensation, and workforce planning with a strong commitment to coaching, leadership development, employee engagement, and organizational culture. This individual must be equally comfortable advising executives on complex people matters and rolling up their sleeves to implement practical solutions in a fast-paced, mission-driven environment. As a remote-first organization, we are seeking someone who can help foster a culture of trust, collaboration, transparency, and belonging while ensuring that our HR practices remain compliant, scalable, and aligned with our mission. This is a build-stage role. The successful candidate will help Mission Telecom strengthen foundational HR systems while supporting leaders and employees through the next phase of organizational growth. What Success Looks Like During the first 6–12 months, this individual will: Strengthen Mission Telecom's HR infrastructure and compliance practices Refine and document core people processes and policies Improve leadership support, coaching, and performance management practices Enhance employee engagement and communication across the organization Establish meaningful HR metrics and reporting for leadership Ensure consistent HR operations through ADP Workforce Now Build scalable systems that support future organizational growth Key

Responsibilities: HR Strategy, Compliance & Organizational Effectiveness Develop, implement, and maintain HR policies, procedures, and best practices Ensure compliance with applicable federal, state, and employment regulations Advise leadership on HR-related risks, opportunities, and organizational needs Support workforce planning and organizational design initiatives Partner with leadership to create practical, people-centered policies that support consistency and accountability HR Operations & Systems Oversee day-to-day HR operations including onboarding, offboarding, employee changes, and documentation Manage HR processes and reporting through ADP Workforce Now Maintain personnel records and employment documentation Support benefits administration, leave tracking, and related employee programs Ensure data integrity and reporting accuracy across HR systems Employee Relations &

Culture Serve as a trusted advisor to employees and managers Partner with leaders to navigate employee relations matters fairly, consistently, and with sound judgment Foster a positive, inclusive, and mission-aligned employee experience Support communication, engagement, and retention initiatives Promote a culture of accountability, collaboration, continuous learning, and belonging Leadership Development & Manager Support Provide coaching and guidance to supervisors and people leaders Support performance management processes and goal-setting practices Assist leaders in building strong teams and addressing performance concerns constructively Identify opportunities for leadership development and manager training Compensation, Performance & Workforce Planning Support compensation benchmarking, pay equity reviews, and development of compensation philosophy and practices. Assist leadership with workforce planning and staffing decisions Develop HR metrics, dashboards, and workforce reporting Monitor trends related to retention, engagement, performance, and employee development Recommend improvements based on data and organizational needs Training & Organizational Development Coordinate required training programs and compliance-related education Track training completion and documentation Identify opportunities to improve employee and manager development Support initiatives that strengthen organizational effectiveness and employee growth Employment Law & Compliance Expertise Demonstrated knowledge of federal, state, and multi-state employment laws and regulations, including wage and hour requirements, leave administration, accommodations, anti-discrimination laws, I-9 compliance, pay transparency requirements, and employment-related reporting obligations.
