<p><br>I. Job Summary<br><br>Leads the Proposal and Contract Strategy function within the Area, driving successful municipal proposal responses, contract renewals, franchise retention, and revenue growth initiatives. Responsible for building a high-performing team that develops winning proposal strategies, enhances competitive positioning, and ensures successful execution of municipal business opportunities throughout the contract lifecycle.<br><br>II. Essential Duties and Responsibilities</p><ul style="list-style-type: disc;"><li style="line-height: 15pt;">Leads and develops the Area Public Sector Proposal and Contract Strategy team.</li><li style="line-height: 15pt;">Oversees the development, coordination, and submission of RFP, RFQ, and proposal responses for multiple sales segments.</li><li style="line-height: 15pt;">Drives proposal strategy for new business opportunities, contract renewals, and municipal growth initiatives.</li><li style="line-height: 15pt;">Partners with Area, District, Corporate, Legal, Finance, Operations, and Pricing teams to develop competitive and differentiated proposals, processes and standards.</li><li style="line-height: 15pt;">Identifies winning strategies and value propositions that strengthen WM's competitive position and increase proposal success rates.</li><li style="line-height: 15pt;">Establishes proposal management processes, content libraries, best practices, and governance standards to improve efficiency and proposal quality.</li><li style="line-height: 15pt;">Builds and maintains tools, templates, and resources that enable consistent, high-quality proposal development across the organization.</li><li style="line-height: 15pt;">Coaches and develops team members to improve proposal writing, project management, presentation development, and strategic thinking capabilities.</li></ul><p> </p><p style="line-height: 15pt;">Growth & Strategy</p><ul style="list-style-type: disc;"><li style="line-height: 15pt;">Evaluates municipal contracts, franchise agreements, and market opportunities to identify revenue growth opportunities.</li><li style="line-height: 15pt;">Supports strategic planning efforts for Area Public Sector Services.</li><li style="line-height: 15pt;">Develops recommendations for retention, expansion, pricing, and service enhancement strategies.</li><li style="line-height: 15pt;">Identifies contract optimization opportunities that improve financial performance and customer value.</li><li style="line-height: 15pt;">Collaborates with Finance and Pricing teams to support business cases, financial modeling, and municipal growth strategies.</li></ul><p> </p><p style="line-height: 15pt;">Contract Negotiations</p><ul><li><p style="line-height: 15pt;">Understand contract negotiations and drafting of municipal contracts and amendments.</p></li></ul><p><br>III. Qualifications </p><p>Must live and work in the U.S.<br><br>A. Required Qualifications </p><ul><li>Bachelor's Degree or equivalent experience in Public Administration, Business Administration, or similar area of study</li><li>Master's Degree or equivalent experience in Public Administration, Business Administration, or similar area of study</li><li>7 years managing, reviewing, monitoring, and/or negotiating contracts or other similar legal documents.</li></ul><p> </p><p>IV. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location. <br><br>V.
