<p><strong>Overview</strong></p><p>Abt Global is seeking highly qualified country-based consultants (Nigeria, Mozambique, Kenya, Tanzania, Zambia, Ehtiopia, Ghana, DRC, Malawi) to join a roster of experts supporting current and future opportunities funded by the U.S. Department of State Bureau of Global Health Security and Diplomacy (GHSD).</p><p>Abt is seeking consultants who have experience supporting governments, local institutions, and implementing partners to strengthen their ability to sustainably plan, finance, manage, and deliver health services while advancing health security and resilience.<span> </span>Consultants should also have business development experience as they would be expected to support proposal development processes. </p><p>We are interested in consultants who will bring expertise in one or more of the following areas:</p><p><i>Health System Sustainability and Country Ownership</i></p><ul style="list-style-type: disc;"><li>Health systems strengthening</li><li>Health financing and domestic resource mobilization</li><li>Public financial management for health</li><li>Transition and sustainability planning</li><li>Human resources for health</li><li>Governance and institutional strengthening</li><li>Health sector reform</li><li>Public-private partnerships in health</li><li>Private sector engagement, faith-based health systems, and strategic partnerships</li><li>Digital health, health information systems, data analytics, interoperability, and data use for decision-making</li><li>Supply chain and pharmaceutical systems strengthening</li></ul><p><i>Global Health Security and Infectious Disease Programs</i></p><ul style="list-style-type: disc;"><li>Outbreak preparedness and response</li><li>Disease surveillance systems</li><li>Laboratory system strengthening</li><li>Emergency preparedness and coordination</li><li>HIV/AIDS</li><li>Tuberculosis</li><li>Malaria</li><li>Maternal, newborn, and child health</li><li>Immunization systems</li><li>Nutrition, including integration with maternal, newborn, child health, immunization, and infectious disease programming</li><li>Integrated disease prevention and control programs</li><li>Community-based service delivery and risk communication, including approaches that strengthen trust, demand generation, and local preparedness</li></ul><p><i>Local Capacity Strengthening</i></p><ul style="list-style-type: disc;"><li>Government capacity strengthening</li><li>Local partner development</li><li>Organizational effectiveness</li><li>Workforce development and training</li><li>Change management</li><li>Strategic planning</li><li>Performance improvement</li><li>Results-based management</li><li>Monitoring, evaluation, learning, research, and implementation science</li><li><p style="line-height: 15pt;
