<p><strong>&nbsp;</strong>Child Welfare Project Manager</p><p><strong>Job Type:</strong> Contract</p><p><strong>Experience:</strong> 10–12+ Years</p><p><strong>Location:</strong> Texas – Remote</p><p><strong>Job ID:</strong> 2027C0053</p><p>Position Overview</p><p>BizTech Fusion is seeking an experienced <strong>Child Welfare Project Manager</strong> to support IT projects for one of our clients. The ideal candidate will have strong project management experience within a <strong>state-level Child Welfare agency or Child Welfare program</strong>, along with experience managing software development and infrastructure-related projects.</p><p>Candidates with <strong>1–3+ years of experience working on state Child Welfare projects or with a Child Welfare agency are strongly preferred.</strong></p><p>The Project Manager will be responsible for managing one to three projects simultaneously using <strong>Agile, Waterfall, or Hybrid project management methodologies</strong>. The role requires strong knowledge of project management practices, software development, infrastructure, stakeholder management, and Child Welfare systems.</p><p>Key Responsibilities</p><ul><li>Coordinate, plan, and evaluate projects using established PMO methodologies and Scrum practices.</li><li>Manage projects using Agile, Waterfall, or Hybrid methodologies.</li><li>For Agile projects, coordinate Scrum ceremonies and support/train team members on Scrum processes.</li><li>Develop and maintain project charters, project plans, work breakdown structures, schedules, resource plans, risk logs, issue logs, action/decision tracking logs, communication plans, and status reports.</li><li>Monitor and manage project costs, schedules, resources, quality, risks, issues, and deliverables.</li><li>Lead project teams and direct the work of team members in a matrixed environment.</li><li>Facilitate project meetings, work sessions, Scrum sessions, and cross-program/multi-agency workgroups.</li><li>Facilitate sessions to elicit and document business and technical requirements.</li><li>Communicate project status, risks, issues, and upcoming activities to stakeholders, project resources, and IT leadership.</li><li>Manage competing stakeholder interests and facilitate consensus on appropriate actions.</li><li>Identify project risks and issues and develop mitigation strategies.</li><li>Manage changes to project scope, resources, schedules, and budgets.</li><li>Develop resource management plans and ensure appropriate project staffing levels.</li><li>Prepare presentations, project updates, summaries, recommendations, and other project documentation.</li><li>Review and recommend proposals and solutions to management.</li><li>Research complex topics, including federal regulations, legislation, professional literature, and related publications.</li><li>Support PMO efforts to establish and standardize project management practices.</li><li>Perform Scrum Master responsibilities when required.</li><li>Perform other duties as assigned.</li></ul><p>Required Qualifications</p><ul><li>10–12+ years of overall project management experience.</li><li><strong>1–3+ years of experience working on state Child Welfare projects or with a Child Welfare agency.</strong></li><li>Working knowledge of Project Management Life Cycle processes and documentation.</li><li>Experience developing and managing project charters, project plans, WBS, schedules, resource plans, status reports, issue logs, action logs, and decision tracking documents.</li><li>Experience leading customer groups and project teams through successful project completion.</li><li>Experience working with Agile and Waterfall development methodologies.</li><li>Strong understanding of infrastructure concepts including:</li><li>Information security</li><li>Networking</li><li>Architecture</li><li>Servers</li><li>Databases</li><li>Experience guiding multiple project teams and subsets of teams within large Information Resources projects.</li><li>Strong written and verbal communication skills.</li><li>Strong presentation and facilitation skills.</li><li>Experience developing and/or interpreting complex Use Cases.</li><li>Ability to manage competing stakeholder interests and reach consensus.</li><li>Strong analytical and problem-solving skills.</li><li>Experience managing project scope, resources, schedules, and budgets.</li><li>Strong interpersonal, negotiation, conflict-resolution, and stakeholder-management skills.</li><li>Advanced Microsoft Office skills, particularly:</li><li>Microsoft Word</li><li>Microsoft Excel</li><li>Microsoft PowerPoint</li><li>Microsoft Project</li><li>Microsoft Visio</li><li>Microsoft SharePoint</li><li>Experience serving as a Lead Project Manager on major Information Resources projects.</li><li>Experience managing multiple projects simultaneously.</li><li>Working knowledge of Texas Project Delivery Framework requirements for major Information Resources projects.</li><li>Strong understanding of EIR Accessibility requirements and technical specifications.</li><li>Experience with <strong>Databricks</strong>.</li></ul><p>Child Welfare Systems / Domain Experience</p><p>Candidates should have experience with <strong>Child Welfare core modules and/or systems</strong>.
