<p><span><strong>Job Overview:</strong></span></p> <p><span>Program Manager to provide strategic, P&amp;L, and operational leadership for APTIM's nationwide Military Munitions Response Program (MMPR) portfolio--including investigation, removal, and remediation projects executed under USACE, NAVFAC, and other DoD task-order contracts. The Director of Operations serves as the senior accountable executive for safety, quality, financial performance, and customer satisfaction across all MMRP programs</span></p> <p><span><strong>Key Responsibilities/Accountabilities:</strong></span></p> <p><strong><span>Focus Area</span></strong></p> <p><strong><span>Key Expectations</span></strong></p> <p><strong><span>Strategic Growth &amp; Capture</span></strong></p> <p><span>Shape and implement growth strategy; position for upcoming SATOCs/MATOCs and TOs. Serve as executive sponsor on high-value proposals; define and drive win themes, pricing strategy, and go/no-go decisions.</span></p> <p><strong><span>Operational Excellence &amp; P&amp;L</span></strong></p> <p><span>Own full life-cycle execution--safety (zero incidents), quality, schedule, budget, and profit.</span></p> <p><strong><span>Program &amp; Portfolio Oversight</span></strong></p> <p><span>Review Work Plans, QAPPS, and CERCLA/RCRA deliverables for technical accuracy. Approve variance requests, major change orders, and subcontractor awards above delegation limits.</span></p> <p><strong><span>People Leadership</span></strong></p> <p><span>Lead and mentor Project Managers, UXO Program Managers, and HTRW engineers; establish succession plans. Champion a diverse, inclusive culture and continuous learning (PMP, UXO QEP, PE/PG).</span></p> <p><strong><span>Client &amp; Stakeholder Engagement</span></strong></p> <p><span>Maintain established client relationships and foster new relationships in the MMRP space. Resolve escalated issues; ensure favorable CPARS ratings.</span></p> <p><strong><span>Compliance &amp; Risk Management</span></strong></p> <p><span>Enforce EM 385-1-1, OSHA, ATF, and DDESB requirements. Oversee explosive safety site plans (ESSPs) and federal/state permit compliance.</span></p> <p><span><strong>Basic Qualifications:</strong></span></p> <ul> <li><strong><span>15 + years</span></strong><span> progressive leadership in MMRP, OE/UXO, and environmental remediation with DoD clients; minimum <strong>10 years</strong> P&amp;L ownership.</span></li> <li><span>Bachelor's in Engineering, Geology, Environmental Science, or related field.</span></li> <li><span>Demonstrated success delivering multi-site MMRP contracts &gt; $50M total value.</span></li> <li><span>Demonstrated success in leading and capturing competitive TO proposals.</span></li> <li><span>40-hour OSHA HAZWOPER (+ current refresher).</span></li> <li><span>Ability to obtain and maintain <strong>Secret</strong> clearance; U.S. citizenship required.</span></li> </ul> <p><strong><span>Preferred Qualifications:</span></strong></p> <ul> <li><span>Professional Engineer (PE) or Professional Geologist (PG).</span></li> <li><span>UXO Quality Control Specialist (UXOQCS) or UXO Program Manager (UXO PM) credential.</span></li> <li><span>MBA or M.S. in related filed.</span></li> <li><span>Experience integrating unmanned systems (UAV/LiDAR) and advanced geophysics (AGC) into munitions investigations.</span></li> <li><span>Experience with USACE Huntsville MMRP contracts -- capture and execution</span></li> </ul> <p><strong><span>ABOUT APTIM <br/></span></strong><span>APTIM is committed to accelerating the transition toward a clean and efficient energy economy, building a sustainable future for our communities and natural world, and creating a more inclusive and equitable environment that celebrates the diversity of our communities.
